In this specific example users needed to follow everyone that @highkeyagency was following to be eligible to win the giveaway. In the end, the agency selects the followers at random and awards them the money, no questions asked.

The reason why loop giveaways are so incredibly effective as a social media growth strategy is that they offer a big reward for almost no effort at all. The tradeoff, however, is that they aren’t cheap for participants.
